Summary:
Promote positive public relations between the school district and community. Prepare and provide information to the public about the activities, goals, and policies of the school district. Distribute pertinent information about the district and its activities to community and staff members.
Qualifications/Education:
- Bachelor’s degree in English, journalism, communications, or related field
- 2 years’ experience in community-based outreach program preferred

- Ability to speak effectively before groups of employees, parents, or the public.
- Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external to the district.
- Thorough knowledge of media relations and public relations functions
- Ability to work with culturally diverse community of educators, students, parents, and community members.
- Ability to use technology, software to develop spreadsheets and databases, and do word processing.
- Ability to work collaboratively and independently.
- Ability to perform a variety of tasks often changing assignments on short notice with little or no direction.
- Ability to meet established deadlines.
- Ability to perform duties remotely and/or on a flex schedule, upon approval by superintendent, in response to pandemics, natural disasters, catastrophic events, etc. and will be subject to virtual/distance learning policies and procedures as set forth in employee handbook.
Major Responsibilities and Duties:
Public and Community Relations:
- Serve as the information liaison between the school district and the community. Serve as district spokesperson and coordinate media coverage including preparing press releases and publishing articles and photos in local media and other publications.
- Ensure that public information activities contribute to the attainment of district goals and objectives to include student recruitment and enrollment.
- Design, prepare, take photographs, and edit district publications including newsletters, recruitment brochures, programs for special events, and other publications.
- Serve as district representative on community committees as required. Demonstrate awareness of district-community needs and initiate activities to meet those needs including speaking at civic organization meetings and making presentations.
- Develop programs and activities designed to engage families and the community in an effort to improve district-wide student achievement. Plan these in collaboration with central and school administration, campus parent liaisons, parent organizations, business-community partners, and community members.
- Plan, coordinate, and participate in district wide outreach projects and activities.
- Conduct district and community surveys when necessary to gather pertinent information and data.
- Develop relationships and partnerships with community-based and local faith-based organizations, businesses, agencies, other school districts, universities, etc. and articulate the school’s mission to the community and solicit its support.
Marketing:
- Develops, executes, and evaluates marketing plans to promote the district’s mission and programs to increase initiatives including, but not limited to, student recruitment, student enrollment, talent recruitment, branding campaigns, new markets, etc.
- Manage content creation and messaging strategies for assigned digital marketing platforms to include but not limited to, Facebook, Instagram, YouTube, website page, videos, TV, radio, emails, etc.
- Plans and executes the district’s advertising, positively promotes activities, and uses effective public relations strategies.
Policies, Reports, and Law:
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
- Compile, maintain, and file all reports, records, and other documents as required.
- Maintain a log of media calls and information requests.
Budget:
- In collaboration with the Finance Department, develop and administer the department budget based on documented needs and ensure that operations are cost effective, and funds are managed wisely.
Personnel Management:
- Develop training options and/or improvement plans to ensure exemplary operation of the communications function.
- Assist overseeing campus Parent Involvement Liaisons to develop skills in how to reach parents and community members.
- Provide support and guidance to campus Parent Involvement Liaisons to not only obtain but to also provide feedback and direction on day-to-day functions as well as special projects.
- Work with school principals to communicate priorities and goals, while engaging and developing community leadership in the decision-making process.
Other:
- Establishes and administers programs for targeting, recruitment, and retention of students for the district.
- When necessary, utilize appropriate information management systems (SchoolAdmin) and records essential to attain goals.
- Develop, design, and implement tools for evaluating recruitment and outreach activities.
- Conduct preliminary and annual assessment to measure growth towards identified goals for Superintendent.
- Attend parent and family engagement trainings, meetings, and participate in professional development as requested.
- As requested, assist campuses with community involvement activities.
- Follow district safety protocols and emergency procedures.
- Perform other duties as assigned.
Supervisory Responsibilities:
Supervises and evaluates the performance of assigned personnel.
Equipment Used:
Computer, telephone, printer, copier, fax machine, calculator and other standard office equipment and peripherals.
Working Conditions:
Occasional absences are understood but regular attendance is required. While performing the duties of this job, the employee is regularly required to stand, sit, kneel/squat, bend/stoop, push/pull, twist and walk. Repetitive had motions including frequent keyboarding and use of mouse is required with occasional reaching. The employee must occasionally do light lifting and carrying (less than 15 pounds). Occasional heavy lifting (45 pounds and over); of various equipment. Work inside, may work outside; regular exposure to noise; regular districtwide travel and occasional statewide travel. Employee must work with frequent interruptions and maintain emotional control under stress. Employee may work prolonged or irregular hours.
